Introduction
In response to the potential for an influenza pandemic or
other emergency situations, the NCI-F Government and Contractor
management needs to assess critical operations and functions and to
identify essential employees with the necessary skills and knowledge to
perform those functions during the time in which normal operations may be
disrupted.
Management at all levels is responsible for the development
and maintenance of a list of essential employees and employees
designated as potential emergency telework employees. To assist
managers in the completion of this task, an online survey has
been developed for your use in designating essential employees in
your program area(s).
Employees who are designated as essential employees are
expected to continue critical operations during an emergency
situation either at their worksite or if necessary, at a remote
location if they have been designated as an emergency telework
employee. For the purposes of this survey, the distinction
between essential employees, critical (T-1) employees,
and emergency telework employees is as follows:
Essential Employee: a staff member expected to
continue critical operations and must respond if necessary to
emergency situations on the NCI-F campus, even when general
access to campus is restricted because of the emergency.
For the purposes of this survey, "essential operational
functions" are defined as:
- Patient care and support for hospitalized patients.
- Preserving the health and safety of NCI-Frederick personnel.
- Care of animals in NCI-Frederick facilities.
- Maintaining communications functions (such as public affairs).
- Maintaining essential IT functions and infrastructure.
- Preserving selected research laboratory functions determined by Government Division Directors, or NCI-Frederick Contractor Directors in conjunction with NCI-Frederick Project Officers.
- Preserving the grants and other extramural operations, especially if the ability to work off site can be assured.
- Maintaining scientific data, physical (live or preserved) and documentation (hard copy or electronic).
- Maintaining essential administrative and operational functions, such as payroll, acquisitions, or logistics.

Critical Employee (aka T-1 or Tier 1): an employee who
will be required to report to the NCI-F WITHIN THE FIRST TWO HOURS
OF THE OCCURENCE OF AN EMERGENCY EVENT at the NCI-Frederick.
Emergency Telework Employee: an employee designated by
their smanagement who may be required to perform essential operations
work and support activities via telework during emergency
situations involving disaster, health pandemics, or other similar
emergency situations. All other telework employees are
assigned in accordance with the current policy/procedure in
affect for Government and Contractor employees.
Instructions:
In order to complete this survey for each employee under consideration
you must:
- Determine if your Program Area(s) perform any "Essential
Operational Functions" as defined above.
- Identify which of the employees in your Program Area
could perform these functions in the event of an
emergency.
- Determine if any duties associated with these
functions could be performed from a remote location via Telework.
